2. APPROVAL OF THE MINUTES OF December 5, 2018


4. COMMISSIONERS – Special Presentation w/Sheriff Department (Brad O’Dell)

5. JUSTICE COURTS – South County Courts Update (Judge Candace Hissong)
Judge Candace Hissong to give an update as to the combining of courts in South Douglas County.

6. ASSESSOR – License and Services Agreement (Heather Coffel)
Contract #31441 between Douglas County and Tyler Technologies, Inc. for software license and upgrade services totaling $604,855 for Appraisal and Tax Software Services. Purchased through Sourcewell, an interstate cooperative procurement.

7. ASSESSOR – Roll Correction Refund (Heather Coffel)
County tax roll correction per ORS 308.242(2) resulting in a refund to R145356 for the 2018-2019 tax year. Total refund amount with interest is: $24,773.79.

8. JUVENILE – Intergovernmental Agreement (Aric Fromdahl)
First Amendment to Intergovernmental Agreement #157769 between Douglas County and the State of Oregon, Department of Human Services (DHS). Changes the not to exceed (NTE) amount to $548,781.94, modifies capacity from 8 to 7, corrects the “enhanced supervision” definition, and increases the “enhanced supervision” rate to $132.57.

9. LAND – Intergovernmental Lease Amendment (Janet Coleman)
Lease Amendment between Douglas County, Lessor and State of Oregon, OLCC, Lessee, for Courthouse Room 203, Roseburg for a period of two (2) years commencing on April 1, 2019, and continuing through March 31, 2021. Amendment changes the Rent section of the lease, noticing the Base Rent Schedule as $632.16 for Lease Period 04/01/19 – 03/31/20 and $651.12 for Lease Period 04/01/20 – 03/31/2021.

10. MISCELLANEOUS – Reappointment to Sable Drive Special Road District (Commissioner Goodwin)
One vacancy exists on the Sable Drive Special Road District due to one expired term. Andy Anderson requests reappointment. Term expiration: December 31st, 2021.

11. MISCELLANEOUS – Reappointment to Elkton Estates Phase II Special Road District (Commissioner Goodwin)
One vacancy exists on the Elkton Phase II Special Road District due to an expired term. Loren Gardner requests reappointment. Term expiration: December 31st, 2021.

12. MISCELLANEOUS – Reappointment to Veterans Advisory Committee (Commissioner Freeman)
Four vacancies exist on the Veterans Advisory Committee due to expired terms. Carol Hunt, Larry Hill, and Jerry Anderson request reappointment. Term expiration: December 31st, 2021.

13. PLANNING – Public Hearing (Joshua Shaklee)
Request for Plan Amendment of Resource Land to Commercial designation on a 5.63 +/- acre portion of a 145.30 acre property based on a nonresource determination and a plan amendment from Commercial to Resource designation on a 5.63 +/- acre portion of a 21.83 acre property. Property ID #’s R71742, R143085 and R71924.

14. PUBLIC HEALTH – Contract Modification (Dr. Dannenhoffer)
Second modification of Contract #30873 between Douglas County and Douglas Public Health Network to provide an additional $1,022.00 for Public Heath Emergency Preparedness and Response, $8,333.00 for Opioid State Targeted Response, and $14,225.00 for Reproductive Health Community Participation and Assurance of Access for a total of $23,580.00.

15. SHERIFF – Intergovernmental Agreement (Wayne Stinson)
Intergovernmental Agreement between Douglas County and Lane County for use of helicopter services for Search and Rescue and Law Enforcement missions. Term date: June 30, 2020.

16. COUNTY COUNSEL – Public Hearing (Paul Meyer)
Board Order designating property R22441 as county forest.



The next regularly scheduled Board meeting will be held January 2, 2019 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
