2. APPROVAL OF THE MINUTES OF November 29, 2017

• Courthouse Citizens –

4. BUILDING FACILITIES– Order Authorizing Purchase (Janet Coleman)
Order authorizing purchase of Justice Building water limiters to I-Con Systems. Expenditure of $71,111.42.

5. COMMISSIONERS– Modification of Loan Agreement (Commissioner Boice)
Second Modification of loan agreement between Douglas County and Lower Umpqua Hospital District to modify the loan repayment provision.

6. JUVENILE– Intergovernmental Agreement Amendment (Aric Fromdahl)
First Amendment to Intergovernmental Agreement #154696 between Douglas County and the State of Oregon acting by and through it’s Department of Human Services (DHS). Amendment increases requirement for subcontractor “Professional Liability” insurance coverage and reduces the annual aggregate for the Pitchford Boy’s Ranch property project.

7. LAND– Lease Modification (Janet Coleman)
Third Modification of Lease #29080 between Douglas County and Family Relief Nursery of North Douglas. Modification updates original lease dated January 14, 2015 and all subsequent modifications.

8. LAND– Order of Sale (Janet Coleman)
Order of Sale of land acquired by Douglas County through tax foreclosure.

9. PARKS – Grant Acknowledgement (Rocky Houston)
Small Grant Program Acknowledgement from the Oregon State Marine Board in the amount of $9,356.00 to provide support for wayfinding signeage improvements for nine (9) Douglas County Parks Boat Ramps.

10. PARKS – Contract Modification (Rocky Houston)
First Modification of Contract #30229 between Douglas County and OBEC Consulting Engineers. Modification updates original contract dated December 30, 2016.

11. PARKS – Order Authorizing Purchase (Rocky Houston)
Order Authorizing Purchase of a Playcraft Systems playground system for River Forks Park in the amount of $112,626.70 using National IPA Purchasing Contract #R170304. An Order Authorizing Purchase of the same equipment through a GSA contract and authorized by the BOC on 11/29/2017 has been cancelled due to disparity in pricing.

12. PUBLIC WORKS – Contract Modification (Scott Adams)
Fourth Modification of Contract #28267 between Douglas County and UCAN/U-Trans. Modification updates original contract dated July 31, 2013 and all subsequent modifications.

13. PUBLIC WORKS – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of one (1) new 2018 F-250 SD 4x4 crew cab pickup from Landmark Ford or Tigard, OR. Purchase authorized per state price agreement contract #5550. Expenditure of $29,224.00.

14. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement between Douglas County and Oregon Department of Transportation (ODOT) for Garden Valley: Browns Bridge to Roseburg City Limits Project. Agreement authorizes ODOT to deliver project on behalf of Douglas County.

15. PUBLIC WORKS – Emergency Contract (Scott Adams)
Emergency Contract with Triptych Construction LLC for rockfall mitigation on Little River Road #17 at Milepost 24.5. Contract payment will be on a time and materials basis.

16. SOLID WASTE – Contract Extension (Scott Adams)
Third Extension of Contract between Douglas County and Biomass One, L.P. Term extended to June 30, 2018.

17. SOLID WASTE – Order Delegating Authority (Scott Adams)
Delegation of Authority to Interim Solid Waste Department Director to act on certain matters necessary for efficient management and operation of the Solid Waste Department.

The next regularly scheduled Board meeting will be held December 13, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
