1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF October 24, 2018

3. PROCLAMATION – Veterans Day (Commissioner Freeman)

4. COMMISSIONERS – Assessor Appointment (Commissioner Boice)
Promotion of Heather Coffel from Chief Deputy Assessor to Assessor. Ms. Coffel was elected as the Assessor in May 2018.

5. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

6. ASSESSOR – Roll Correction Refund (Heather Coffel)
Per Department of Revenue decision, the 2015-16; 2016-17 & 2017-18 property taxes for R70472 was reduced. Refund in the amount of $2601.87.

7. COMMISSIONERS – Parks Advisory Board Committee Appointments (Christine Goodwin)
Appointment of Daniel Loomis to the Parks Advisory Board as the North County Representative with a term expiration of December 27, 2019. Appointment of Phil Bigler to the Parks Advisory Board as a member at large representative with a term expiration of December 27, 2022.

8. COMMISSIONERS – Solid Waste Advisory Committee Appointments (Commissioner Boice)
Board Order to update Public Works Director representative to Scott Adams with a permanent term, change Planning Department Director representative to Joshua Shaklee with a permanent term and change Keith Cubic to member of the public with a term expiring January 1, 2020.

9. COUNTY COUNSEL – Ordinance First Reading (Paul Meyer)
First reading of Ordinance transferring the responsibility for fulfilling the local public health authority’s duties under ORS 431.001 to 431.550 and 431.990 and other public health laws of this state to the Oregon Health Authority.

10. JUVENILE – Memorandum Modification (Aric Fromdahl)
Modification of Memorandum of Agreement between Douglas County and Phoenix School of Roseburg to include standard form insurance provisions.

11. PUBLIC HEALTH – Intergovernmental Agreement Amendment (Dr. Dannenhoffer)
Eleventh amendment of Intergovernmental Agreement #154110 between Douglas County and Oregon Health Authority to increase funding for the Public Health Preparedness Program, the Opioid State Targeted Response Program and the reproductive health program for additional funding of $23,580.00.

12. PUBLIC WORKS - Natural Resources - Contract (Scott Adams)
Contract #31381 between Douglas County and Stanley Convergent Security Solutions, Inc. for monitoring the existing security system at Galesville Dam. Term is for 5 years at the contract rate of $2,526.00.

13. PUBLIC WORKS – Preliminary Order (Scott Adams)
Preliminary Order approving vacation of property without hearing. Vacation of a portion of platted public roadway in Wilbur. Petitioners: Methodist Episcopal Church and Harold Ball c/o Orenco Systems.

14. SHERIFF – Grant Agreement (Wayne Stinson)
Grant agreement #18-217 between Douglas County and Oregon Military Department Office of Emergency Management (OEM) in the amount of $27,044.00 to purchase a mobile trailer mounted, auto acquiring satellite internet system and supporting electronics.

15. SHERIFF – Grant Agreement (Wayne Stinson)
Grant agreement #18-218 between Douglas County and Oregon Military Department Office of Emergency Management (OEM) in the amount of $13,106.00 to send the eleven person crisis negotiation team to the Western State Crisis Negotiations Association Conference.

16. SHERIFF – Grant Agreement (Wayne Stinson)
Grant agreement #18-219 between Douglas County and Oregon Military Department Office of Emergency Management (OEM) in the amount of $7,100.00 to purchase a shipping container and deploys it to Gardner for the storage of disaster supplies.

The next regularly scheduled Board meeting will be held November 21, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
