1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF October 17, 2018

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. COMMISSIONERS – Board Resolution (Commissioner Freeman)
Board Resolution allowing the distribution of $16,000 in funds received from The Friends of the Douglas County Library, from the sale of used books, to be disbursed to eleven libraries within Douglas County.

5. COMMISSIONERS – Loan Agreement (Chris Boice)
Intergovernmental Loan Agreement between Douglas County and the City of Oakland.

6. BUILDING FACILITIES – Contract (Janet Coleman)
Contract #31238 between Douglas County and Thyssenkrupp Elevator Corporation to provide elevator services. Term expires October 2020.

7. MANAGEMENT AND FINANCE – License and Services Agreement (Jessica Hansen)
Contract #31372 between Douglas County and Tyler Technologies, Inc. to provide enterprise resource planning (ERP) finance accounting software. Puchased through Sourcewell, an interstate cooperative procurement in the amount of $458,582.00.

8. PLANNING – Ordinance (Keith Cubic)
Deliberation on re-adoption of Douglas County’s Rural Open Space Non-Resource Lands and Ordinance Amendment and supporting findings decision.

9. PUBLIC WORKS - FLEET – Order Authorizing Purchase (Scott Adams)
Order authorizing purchase of one (1) CrafCo Supershot 250DC Crack-sealing machine from Paving Maintenance Supply (PMSI). Expenditure of $55,331.00.

10. PUBLIC WORKS - NATURAL RESOURCES – Contract (Scott Adams)
Annual Contract #31361 between Douglas County and with U.S. Geological Survey (USGS) for the Cooperative Stream Gage Program. Total contract amount is $272,721.00 with funding from USGS of $126,325.00; County $56,840.00; Cooperators (BLM and USFS) $89,556.00. Term dates of October 1, 2018 to September 30, 2019.

11. PUBLIC WORKS - TRANSPORTATION – Contract Modification (Scott Adams)
First modification of Contract #30588 between Douglas County and Mercy Medical Center, Inc., to provide a means for Douglas County to pass $12,688.00 in transportation grants funding from ODOT agreement #32871 to Mercy Medical Center, Inc.

12. PUBLIC WORKS - TRANSPORTATION – Contract Modification (Scott Adams)
First modification of Contract #30591 between Douglas County and the City of Sutherlin, to provide means for Douglas County to pass $17,000.00 in transportation grants funding from ODOT agreement #32871 to the City of Sutherlin.

The next regularly scheduled Board meeting will be held November 7, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
