1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF SEPTEMBER 26, 2018

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. CLERK – Board of Property Tax Appeal Members to BoPTA Pools (Patricia Hitt)
Appointment of two non-office holding residents of Douglas County, who are not employed by Douglas County to the Douglas County Board of Property Tax Appeals (BoPTA). Chairperson’s Pool to consist of Chris Boice, Bob Bass and Craig Ferber. Non-Office holding resident members to consist of Floyd W. Freed III and Debra Brewer. Appointment to expire June 30, 2019.

5. HUMAN RESOURCES – Contract Modification (Michael Kurtz)
First modification of Contract #29601 between Douglas County and Express Employment Professionals to increase the cap amount to $35,000.00. All other terms remain unchanged.

6. JUVENILE – Memorandum of Agreement (Aric Fromdahl)
Memorandum of Agreement between Douglas County and Phoenix School of Roseburg (PSR) to provide educational services for youth in the Juvenile Department Residential Facilities.

7. LAND – Lease Extension (Janet Coleman)
First extension of lease between Douglas County and Lower Umpqua Hospital District aka Lower Umpqua Valley Hospital to extend lease to December 31, 2021.

8. PLANNING – Agreement Amendment (Keith Cubic)
Third amendment between Douglas County and Glendale Ambulance District; ASA #8 (franchisee), extending the agreement to January 31, 2024.

9. PLANNING – Board Order (Keith Cubic)
Board order to affirm Planning Commission decision to amend the Comprehensive Plan per ODOT request to reclassify a 24.46 acre site off of Wards Butte Lookout Road. Site is on the Mineral Resources Inventory (MRI) and is amended from a 2A site to a 3C protected site together with mining and processing of the site, and a zone change.

10. PLANNING – Board Order (Keith Cubic)
Board order to affirm Planning Commission decision to approve a Comprehensive Plan amendment and zone change from Suburban Residential to Community Commercial on 1.09 acres located on Estella Street in Glide.

11. PLANNING – Hearing and Annexation of Property (Joshua Shaklee)
Hearing for annexation of property and Order Incorporating Territory to the Douglas County Fire District No. 2. (Chief Petitioner: Peltier/Woods)

12. SENIOR SERVICES – Contract Extension (Jeanne Wright)
First extension of Contract #30725 between Douglas County and Friendly Kitchen, Inc. to extend contract to June 30, 2019. Maximum expense of $16,000.00.

15. ADJOURNMENT AND NEXT MEETING
There will be no Board Meeting October 10, 2018. The next regularly scheduled Board meeting will be held October 17, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
