4. COMMISSIONERS – Grant Agreement Amendment (Commissioner Leif)
Second Amendment of Grant Agreement between Douglas County and Douglas County Library Foundation.

5. JUVENILE – Contract Modification (Aric Fromdahl)
First modification of Contract #30081 between Douglas County and ADAPT for Mental Health Therapist screenings, assessments and individual counseling sessions in Detention, as well as provide treatment for Adolescent Sex Offender caseload clients. This modification increases the “not to exceed” amount from $50,000 to $100,000.

6. JUVENILE – Intergovernmental Agreement Amendment (Aric Fromdahl)
Third amendment to IGA #145829 between Douglas County and Oregon Department of Human Services to amend language to coincide with services as they have been delivered during the course of the Title IV-E program that began in October 2013 and extend term to September 30, 2019.

7. JUVENILE – Intergovernmental Agreement Amendment (Aric Fromdahl)
Second amendment to IGA #146289 between Douglas County and State of Oregon Office of Child Welfare to re-establish agreement for the access to OR-KIDS to enter information regarding Title IV-E youth in the care/custody of the Juvenile Department in order to document Title IV-E eligibility determination documentation and support the pass through of Title IV-E funding reimbursement.

8. LAND– Lease Modification (Janet Coleman)
First modification of lease between Douglas County and United Community Action Network (UCAN) for address change to Douglas County Land Department 1036 SE Douglas Ave., Rm 116, Roseburg, OR 97470.

9. PARKS– License to Use Park (Rocky Houston)
License between Douglas County and Roseburg Rotary Club for usage of River Forks Park for the 2017 Festival of Lights. Licensee to pay 20% of net revenues from the project of $2,900.00, whichever is greater.

10. PARKS– Board Order (Rocky Houston)
Board Order authorizing Douglas County Parks Department to tow abandoned vehicles under County Code 10.11.

11. PUBLIC WORKS-Engineering – Contract Completion (Scott Adams)
Completion of Contract #11033 for slide repair of Old Melrose Road, M.P. 4.20 to M.P. 4.23. The contract has been completed and all requirements have been met.

12. PUBLIC WORKS-Engineering – Contract Completion (Scott Adams)
Completion of Contract #11004 for slide repair of Oakhill Road, M.P. 3.85 to M.P. 3.90. The contract has been completed and all requirements have been met.

13. PUBLIC WORKS-Engineering – Order Setting Hearing (Scott Adams)
To satisfy one of Douglas County’s obligations in a Jurisdictional Transfer Agreement (JTA) with ODOT for the I-5: Del Rio Rd/Winchester Interchange, the County is required to withdraw County Road Status from Units A, B, and C as described in the JTA. Per statute, the County must hold a public hearing to determine whether to withdraw county road status.

14. PUBLIC WORKS-Transportation – Contract Modification (Scott Adams)
Third modification of Contract #28267 between Douglas County and United Community Action Network (UCAN) to allow for the payment of State STF Formula dollars in the amount of $27,080.00 to the non-profit organization UCAN. UCAN to use the modified contract STF Formula dollars as match for a federal grant used to purchase new buses. Contract modification period July 1, 2016 to June 30, 2017.

15. SHERIFF– Intergovernmental Agreement Extension (John Hanlin)
Eleventh extension of the intergovernmental agreement (IGA) between Douglas County and the City of Yoncalla for patrol services in the amount of $37,333.00. This IGA also includes amendments to the previous contracts to cover the actual payment amounts received from the City of Yoncalla on each contract year referenced. Contract term extended to June 30, 2018.

16. SHERIFF– Agreement Modification (John Hanlin)
Second modification for agreement between Douglas County and US Forest Service. Modification provides a one-time funding increase of $10,000.00 for FY1718 to supplement patrol activities.

17. SOLID WASTE – Contract Assignment (Tom Manton)
First assignment of work under Contract #30601 between Douglas County and SCS Engineers to provide Environmental Services for the Roseburg and Reedsport Landfills.

18. SOLID WASTE – Contract Extension (Tom Manton)
Seventh extension of Contract #26313 between Douglas County, City of Winston, and Green Sanitary District for treatment of Roseburg Landfill leachate at the Winston-Green Wastewater Treatment Facility. Term extended to December 31, 2017

The next regularly scheduled Board meeting will be held October 4, 2017 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. The meeting is available via Video Conferencing to Reedsport citizens at the Reedsport Annex, 680 Fir Street, Reedsport, OR.
