4. COMMISSIONERS Appointment to DCIDB (Commissioner Boice)
An open committee announcement was posted for one vacancy on the Douglas County Industrial Development Board due to the resignation of Ron Doan. The committee recommends the appointment of Bruce Hanna with term expiration of January 31, 2021.

5. COMMISSIONERS Purchase and Sale Agreement (Commissioner Boice)
Agreement between Douglas County and Jeff Johnson Properties LLC for the acquisition of approximately 6.18 acres of real property in the South County Industrial Park.

6. COMMISSIONERS Grant Agreement (Commissioner Boice)
Grant agreement between Douglas County and Umpqua Economic Development Partnership, Inc. in the amount of $5,000.00 to help fund the Great Umpqua Outdoor Days NUTCracker Mountain Bike Race and Bash Event.

7. COMMISSIONERS Bargain and Sale Deed (Commissioner Freeman)
Bargain and Sale Deed to Umpqua Community Health Center, an Oregon nonprofit corporation.

8. COMMISSIONERS Purchase and Sale Agreement Amendment (Commissioner Boice)
Second Addendum to Purchase and Sale Agreement between Douglas County and Oregon Only Development, LLC. Addendum changes deed language, extends closing, adds disclosure about wetlands permits and adds a permit transfer form from Army Corps of Engineers to Oregon Only.

8. CLERK Contract Extension (Patricia Hitt)
Seventh extension of contract #27227 between Douglas County and Simplifile LC, to provide no cost to the county e-recording, with term expiration of September 30, 2019.

9. JUVENILE Intergovernmental Agreement Amendment (Aric Fromdahl)
First amendment to Intergovernmental Agreement #155975-1 between Douglas County and the State of Oregon, Department of Human Services (DHS) to modify the population served, reduce the not to exceed amount to $2,835,850.30, and update the physical address of the DHS Office of Contracts and Procurements in Salem. This amendment is due to the new River Rock Shelter Care Facility IGA below.

10. JUVENILE Intergovernmental Agreement (Aric Fromdahl)
Intergovernmental Agreement #157769 between Douglas County and the State of Oregon, Department of Human Services (DHS) for behavioral rehabilitation services at River Rock Shelter Care Facility. Contract revenue is not to exceed in the amount of $548,784 with a term date of January 31, 2019.

11. MANAGEMENT AND FINANCE Contract Modification (Jessica Hansen)
First modification of Contract #30876 for 2017-2019 biennium Criminal Justice Commissioner Justice Reinvestment Grant Program year 2 funds, FY19, retroactive agreement July 1, 2018 June 30, 2019. $43,528.75

12. PARKS Resolution of Support to Apply for Grant (Rocky Houston)
Resolution of Support to Douglas County Parks Department to apply for a County Opportunity Fund grant from the Oregon Parks and Recreation Department for a new restroom at Umpqua Dunes Campground.

13. PUBLIC WORKS/Engineering Board Order (Scott Adams)
Order accepting completion of contract #31097 between Douglas County and Pave Northwest, Inc. The contract has been completed and all requirements have been met.

14. PUBLIC WORKS/Engineering Board Order (Scott Adams)
Order accepting completion of contract #30941 between Douglas County and Wildish Construction Company. The contract has been completed and all requirements have been met.

15. PUBLIC WORKS/Transportation Contract Modification (Scott Adams)
Sixth modification of Contract #28267 between Douglas County and the Umpqua Community Action Network (UCAN), to provide a means for Douglas County to pass $34,000.00 in transportation grant funding from ODOT agreement #32547 to UCAN. This contract modification does not involve any Douglas County general fund expenditure.

16. PUBLIC WORKS Intergovernmental Agreement Amendment (Scott Adams)
First Amendment to Intergovernmental Agreement #31781 between Douglas County and ODOT for the Old Hwy 99N Winchester Bridget to Pleasant Ave. Project. Amendment extends the agreement five years from execution date, increases the State funding to $7,035,276.78, and adds applicable ADA compliance language as required by law.

17. SHERIFF Intergovernmental Agreement (Undersheriff Frieze)
Intergovernmental Agreement #140L0618C0047 between Douglas County and BLM to provide BLM forest patrols for the period of October 1, 2018 September 30, 2019 for a total of $148,086.00.

18. SHERIFF Intergovernmental Agreement (Sheriff Hanlin)
Fourteenth Extension of the Intergovernmental Agreement between Douglas County and the City of Winston for housing inmates at the rate of $89.64 per prisoner per day for each City prisoner accepted and housed.

19. SHERIFF Intergovernmental Agreement (Sheriff Hanlin)
Fourteenth Extension of the Intergovernmental Agreement between Douglas County and the City of Myrtle Creek for housing inmates at the rate of $89.64 per prisoner per day for each City prisoner accepted and housed.

The next regularly scheduled Board meeting will be held October 3, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
