4. HUMAN RESOURCES-Contract (Paul van Dyk)
Contract #31155 between Douglas County and CorVel Enterprise Comp, Inc. to administer the County’s Workers’ Compensation program. Contract price of $32,455 for up to 45 claims (30 medical only and 15 indemnity); $1,202.00/$163.91 per claim thereafter (a 3% increase from 2017-18).

5. JUVENILE-Contract Extension (Aric Fromdahl)
Fourth extension of Contract #28928 between Douglas County and Options Counseling of Oregon, Inc. in conjunction with a grant funded by the State of Oregon Department of Education. This modification extends the contract to 06/30/2019 with funding amounts totaling $54,805.00.

6. MANAGEMENT & FINANCE-Supplemental Budget Adjustments Order for Fiscal Year 2017-18 (Jessica Hansen)
There is a need to increase resources and expenditures as well as a need to make adjustments in certain appropriations within General Fund, Public Works Fund, County Schools Fund, Health & Social Services Fund, County Forest Management Fund, Drug Abuse Prevention Fund, Public Safety Fund, Employee Benefit Trust Fund, Solid Waste Fund and the Water Resource Development Fund. Hearing held June 20th on funds that exceed 10%.

7. MANAGEMENT & FINANCE-Order to Adjust the 2018-19 Approved Budget (Jessica Hansen)
Order adjusting the approved budget for the General Fund and the Solid Waste Fund for the Fiscal Year 2018-19.

8. MANAGEMENT & FINANCE-Order to Adopt 2018-19 Budget(Jessica Hansen)
Order to Adopt Budget, make Appropriations, Levy and Categorize Taxes for the Fiscal Year 2018-19.

9. PLANNING-Resolution (Keith Cubic)
Resolution to authorize five year extensions of the Ambulance Service Area (ASA) Franchises for 2nd five year term.

10. PLANNING-Review of Ambulance Service Area Rate Increases (Keith Cubic)
Medcom and Winston-Dillard’s “Public Body” have adopted rate increases in a public process. The ASA Ordinance requires franchisee’s that are public bodies inform the Board of Commissioners of rate changes.

11. PLANNING-Public Hearing and Annexation of Property (Joshua Shaklee)
Notice of Public Hearing for Annexation of property and Order Incorporating Territory to the Oakland Rural Fire District. Chief Petitioner: BAYLY

12. PUBLIC WORKS-Solid Waste- Ordinance First Reading (Scott Adams)
First reading of Ordinance Creating A Closure and Post-Closure Financial Assurance Account for Roseburg Landfill and Reedsport Closed Landfill.

13. SHERIFF-Intergovernmental Agreement (Sheriff Hanlin)
Intergovernmental Agreement between Douglas County and the City of Riddle to provide $145,106.00 to cover full time comprehensive law enforcement services for the 18/19 Fiscal Year.

14. SHERIFF-Intergovernmental Agreement (Sheriff Hanlin)
Intergovernmental Agreement between Douglas County and the City of Yoncalla to provide $74,666.00 to cover full time comprehensive law enforcement services for the 18/19 Fiscal Year.

15. SHERIFF-Intergovernmental Agreement (Sheriff Hanlin)
Intergovernmental Agreement between Douglas County and the City of Glendale to provide $65,000.00 to cover full time comprehensive law enforcement services for the 18/19 Fiscal Year.

18. ADJOURNMENT AND NEXT MEETING
The next regularly scheduled Board meeting will be held July 11th, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.

CONVENE AS THE GOVERNING BODY for the Douglas County 4-H, Master Gardener and Extension Service District

1. Appoint Budget Officer, DE 4-H, Master Gardener, and Extension Service District (John Punches)

Per agreement with OSU, the District may appoint the Regional Director to serve in the capacity of District Budget Officer. Willie Riggs will be the new Regional Director effective July 1, 2018.

2. Budget Adoption (John Punches)
This resolution adopts, and makes Appropriations for Fiscal Year 2018-19 budget for the Douglas County 4-H, Master Gardener and Extension Service District, imposes taxes at the rate of $0.0600 per $1,000 taxable assessed value within the Districts boundaries and categorizes these taxes as General Government.
