2. APPROVAL OF THE MINUTES OF May 16, 2018

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. ASSESSOR – REFUND ORDER (Roger Hartman)
Department of Revenue reduced value of improvements for 2015-16; 2016-17; and 2017-18 tax years. 2015-16 refund ($3,307.05), 2016-17 refund ($3,475.82), and 2017-18 refund ($3,731.08). Refund total for all three years is $10,513.95.

5. COMMISSIONERS – Appointment to Veterans Service Office Advisory Board (Commissioner Freeman)
One vacancy exists on the Douglas County Veterans Service Office Advisory Board due to term expiration of John McDonald. Recommendation to appoint Daniel Loomis with a term expiration date of December 31st, 2020.

6. COMMISSIONERS – Intergovernmental Agreement Modification (Commissioner Boice)
Modification of Intergovernmental Agreement between Douglas County and Port of Umpqua.

7. COMMISSIONERS – Funding Agreement Modification (Commissioner Boice)
Modification of funding agreement between Douglas County, City of Roseburg, and Umpqua Economic Development Partnership. Agreement modifies Douglas County’s contribution to $104,500.00 beginning Fiscal Year July 1, 2018.

8. COMMISSIONERS – Contract (Commissioner Boice)
Contract #31050 for 2017-2019 biennium Criminal Justice Commissioner Justice Reinvestment Grant Program Funds. $24,000.00 for transitional housing services April 1, 2018 through June 30, 2019.

9. COUNTY CLERK – Contract (Patricia Hitt)
Contract #31059 between Douglas County and Clear Ballot to provide supply maintenance and support during all phases of the election for the Clear Ballot machines. Contract term: June 1, 2018 – May 31, 2019 in the amount of $23,145.00.

10. HUMAN RESOURCES – Collective Bargaining Agreement (Michael Kurtz)
Human Resources recommends approval of a one year collective bargaining agreement with AFSCME Council 75 (Juvenile Department) with an effective date of July 1, 2018 and expiring on June 30, 2019.

11. INFORMATION TECHNOLOGY – Contract Extension (Sean Fallon)
Seventh Extension and Modification of Contract #26846 between Douglas County and Intergraph Corporation. This is an annual renewal for this software used by the Assessor, Surveyor and Engineering Departments to maintain all of the County’s maps in an electronic format. Extends Contract Term to May 31, 2019. Total cost: $36,251.88.

12. LAND – Lease Agreement (Janet Coleman)
Thirteenth extension of lease agreement between Douglas County and ODOT for office space at 433 Rifle Range Road, Roseburg, OR. 97470.

13. PARKS – Grant Intergovernmental Agreement (Rocky Houston)
Intergovernmental Grant Agreement #1619 between Douglas County and the Oregon State Marine Board. Grant provides funds for the repair and overlay of the existing asphalt and installation of asphalt over the gravel areas, including curbing and striping at the Amacher Park boat ramp parking lot.

14. PARKS – Maintenance Assistance Program Grant (Rocky Houston)
The MAP grant funds are for supplemental routine maintenance expenses at improved public boating facilities and boat ramps. Request to obtain approval to accept the MAP Grant in the amount of $40,177.50 from the State Marine Board and sign the allocation certification Agreement.

15. PLANNING – Public Hearing for Plan Amendment (Keith Cubic)
On April 19, 2018, the Planning Commission signed Findings approving the Wilbur Land LLC request for a Plan Amendment from Resource to an Industrial designation on a 9.20 +/- acre portion of a 26.92 acre property.

16. PLANNING – Public Hearing for Plan Amendments (Keith Cubic)
Public Hearing on proposed amendments to the Land Use & Development Ordinance (LUDO). The amendments incorporate two pieces of 2018 legislation into the LUDO and include two deregulatory amendments and two clarifying amendments. In a public hearing on May 17, 2018, the Planning Commissioner recommended the Board of Commissioners adopt the amendments as proposed.

17. PUBLIC WORKS-ENGINEERING – Contract Award (Scott Adams)
Contract with Pave Northwest, Inc. in the amount of $163,416.00 for Slurry Seal Roseburg District 2018, Douglas County, Oregon.

18. PUBLIC WORKS-ENGINEERING – Contract Modification (Scott Adams)
Modification of Contract #29743 between Douglas County and Foundation Engineering, Inc. to modify verbiage to state that total payments to Contractor under this agreement cannot exceed $50,000.00.

19. PUBLIC WORKS – Contract Extension (Scott Adams)
Extension of Contract #30976 between Douglas County and C-More Pipe Services for Leachate Collection System Inspection and Cleaning Contract at the Roseburg Landfill. This extension extends the term of the contract to June 30, 2018.

20. PUBLIC WORKS – Contract Extension (Scott Adams)
Second extension of Contract #29857 between Douglas County and JM Crane Service. This extension extends the term of the contract to May 31, 2019.

21. PUBLIC WORKS – Contract Extension (Scott Adams)
Second extension of Contract #29856 between Douglas County and Forslund Crane Service. This extension extends the term of the contract to May 31, 2019.

22. PUBLIC WORKS-Solid Waste – Contract Amendment (Scott Adams)
Amendment of first assignment of work under Contract #30601 between Douglas County and SCS Engineers to provide additional engineering services for the Roseburg Landfill and increase contract by $37,190.00 for a revised contract amount of $198,190.00.

23. SENIOR SERVICES – Intergovernmental Grant Agreement Amendment (Jeanne Wright)
Amendment #2 of Intergovernmental Grant Agreement #154438 between Douglas County and Oregon Department of Human Services for biennium funding adjustment. Net increase of $127,333.00.

24. SHERIFF’S DEPARTMENT – Intergovernmental Agreement (Sheriff Hanlin)
Intergovernmental Agreement for law enforcement services between Douglas County and the City of Drain. Term Dates: July 1, 2018 to June 30, 2019. Contract amount: $125,296.00.

25. SHERIFF’S DEPARTMENT – Contract (Sheriff Hanlin)
Contract No. 31095 between Douglas County and Floors By Design in the amount of $31,962.86.

The next regularly scheduled Board meeting will be held June 6th, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
