3. APPROVAL OF THE MINUTES OF April 18, 2018

5. ASSESSOR – Roll Correction Refund (Roger Hartman)
Reduction to market value and assessed value per BoPTA Order #2017-044 for United Rentals, resulting in a reduction from $1,945,228.00 to $1,567,713.00 for a total refund including interest of $5,748.32.

6. ASSESSOR – Roll Correction Refund (Roger Hartman)
Reduction to improvement value per BoPTA Order #2017-049 for Oregon Pacific Banking Co., resulting in a refund of $3,636.77 plus interest of $211.66 for a total refund of $3,739.33.

7. ASSESSOR – Roll Correction Refund (Roger Hartman)
Reduction to Improvement value per BoPTA Order #2017-56 for Home Depot USA INC., resulting in a refund of $28,853.34 plus interest of $1,679.26 for a total refund of $29,667.00.

8. ASSESSOR – CAFFA Grant Application (Roger Hartman)
Approval of CAFFA (County Assessment Function Funding Assessment Program) Grant Application.

9. BUILDING FACILITIES – Order Delegating Trespass Authority (Janet Coleman)
Delegation of the Building Facilities Director as the person in charge of all premises owned or controlled by Douglas County. The Board to also delegate each Department Head as the person in charge of the premises under the administrative jurisdiction of the Department Head. The authority of the Building Facilities Direct and the Department Head shall be independent of the other and each has the authority to act alone.

10. BUILDING FACILITIES – Contract Renewal (Janet Coleman)
Second Extension of contact #29816 between Douglas County and Infinity ATM Solutions. New expiration date: April 15, 2019.

11. BUILDING FACILITIES – Contract Amendment (Janet Coleman)
Third Amendment of contract #170069 between Douglas County and the Oregon Judicial Department. New expiration date: July 30, 2018.

12. BUILDING FACILITIES / LAND – Rental Agreement (Janet Coleman)
Rental Agreement between Douglas County, (Landlord or agent) and Jacob Caldwell (Tenant) at 1540 Stanton Park Road, Canyonville, OR 97417. No expiration date.

13. BUILDING FACILITIES / LAND – Lease Amendment (Janet Coleman)
Lease Amendment between Douglas County, (Lessor) and the State of Oregon, acting by and through its Department of Corrections (Lessee). Lease period: 03/01/18 – 09/30/21.

14. COMMISSIONERS – Member Reappointment to Upper Cleveland Rapids Road District Board (Commissioner Leif)
Reappointment of Tony A. Lane to the Upper Cleveland Rapids Special Road District Board. New term expiration date: 12/31/2020.

15. COMMISSIONERS – Member Reappointment to Springbrook Special Road District Board (Commissioner Leif)
Reappointment of Robert E. Hase to the Springbrook Special Road District Board. New term expiration date 12/31/2019.

16. MANAGEMENT & FINANCE – Fiscal Year 2018 Supplemental Budget Adjustments (Jessica Hansen)
There is a need to increase resources and expenditures as well as a need to make adjustments in certain appropriations within General Fund, Public Works Fund, Health & Social Services Fund, Public Safety Fund, Industrial Development Fund, Solid Waste Fund and the Employee Benefit Trust Fund.

17. PARKS DEPARTMENT – Property Designation (Rocky Houston)
Order to designate real property as a public park to be known as Umpqua Dunes County Park.

18. PLANNING / LAND DEPARTMENT – Timber Sale Contract (Keith Cubic)
Timber sale contract #305 (Cedar Hollow Salvage) between Douglas County and Pence Inc. Sale contains approximately 8 acres, 112 +/- MBF with an estimated value of $35,840.00. A deposit of $2,000.00 has been received along with the performance bond. Timber sale has a completion date of September 3, 2018.

19. PLANNING / LAND DEPARTMENT – Timber Sale Contract (Keith Cubic)
Timber sale contract #308 (Scholfield Winchester) between Douglas County and Swanson Group Mfg., LLC for the 2018-2019 harvest year. Sale contains approximately 45.5 acres, 2,485 MBF with an estimated value of $1,545,906.00. The initial deposit of $90,000.00 has been deposited and the bond in the amount of $310,000.00 is in force.

20. PLANNING / LAND DEPARTMENT – Reciprocal Easement Agreement (Keith Cubic)
Reciprocal Easement Agreement between Douglas County and Moore Mill & Timber Co. Agreement allows parties to use and maintain roads on the other’s land for forest management purposes. Term: 10 years.

21. PLANNING / LAND DEPARTMENT – Reciprocal Easement Agreement (Keith Cubic)
Reciprocal Easement Agreement between Douglas County and Moore Mill & Timber Co. Agreement allows parties to use and maintain roads on the other’s land for forest management purposes. Term: 10 years.

22. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement with Oregon Department of Transportation (ODOT) for the Soup Creek Bridge (19C410) on Soup Creek Rd at milepost 1.15. This agreement exchanges unspent Federal funds for State funds and authorizes the County to design and construct the project. Total project cost is estimated at $827,237.00. Total available state funds under this agreement are limited to $742,279.76. The County is responsible for all costs in excess of this amount, estimated to be $84,957.24.

23. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement with Oregon Department of Transportation (ODOT) for the Berry Creek Bridge (19C247) on Upper Olalla Rd at milepost 7.4. This agreement exchanges unspent Federal funds for State funds and authorizes the County to design and construct the project. Total project cost is estimated at $3,094,043.00. Total available state funds under this agreement are limited to $2,766,284.79. The County is responsible for all costs in excess of this amount, estimated to be $327,758.21.

24. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement with Oregon Department of Transportation (ODOT) for the Dancer Creek Bridge (19C416) on Dancer Rd at milepost .08. This agreement exchanges unspent Federal funds for State funds and authorizes the County to design and construct the project. Total project cost is estimated at $2,846,339.00 Total available state funds under this agreement are limited to $2,554,019.99. The County is responsible for all costs in excess of this amount, estimated to be $292,319.01.

25. SHERIFF’S OFFICE – Contract Extension (Undersheriff Jeff Frieze)
Fist Extension of Communications Services Contract #CJ 2013-086 between Douglas County and the City of Roseburg. New expiration date: June 30, 2019.

26. SHERIFF’S OFFICE – Contract (Ashley Gomes)
Contract #30958 between Douglas County and Lauren Young Tire Center/Les Schwab to purchase tires at a discounted rate for all Sheriff’s vehicles.

Speakers will be limited to three minutes with a total of 30 minutes allocated for this portion of the meeting.

The next regularly scheduled Board meeting will be held May 9th, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR. NOTE: No Meeting May 2nd, 2018
