5. PUBLIC HEALTH DEPARTMENT – Amendment to Intergovernmental Agreement (Dr. Dannenhoffer)
Fifth Amendment to Oregon Health Authority 2017-2019 Intergovernmental Agreement for the Financing of Public Health Services. This amendment has no financial impact on the County.

6. PUBLIC HEALTH DEPARTMENT – Intergovernmental Agreement (Dr. Dannenhoffer)
Intergovernmental Agreement No. 157025 between the State of Oregon, acting by and through its Oregon Health Authority (OHA) and Douglas County for the 2018 Farm Direct Nutrition Program. Amount: $3,000.00.

7. BUILDING FACILITIES / LAND – Sale of Property (Janet Coleman)
Bargain and Sale Deed for property sold at 206 W. Central Avenue, Sutherlin, OR to Harjit Signh in the amount of $120,000.00.

8. COMMISSIONERS – Member Reappointments to Coos Curry Douglas (CCD) Board of Directors (Commissioner Boice)
Annual reappointment of members to the CCD Business Development Corporation Board of Directors. Joel Hooper, Randy Richardson, Charmaine Vitek, Sean Negherbon, Ron Doan, Chris Boice, Twila McDonald, Carl Patenode all request reappointment. New term expiration date: 5/31/2019.

9. HUMAN RESOURCES – Amendment to Douglas County Personnel Rule (Michael Kurtz)
The Human Resources and Management & Finance Departments propose updating the “Personnel Rule 18: Travel Regulations” to clarify and codify standard practices, legal requirements and Board direction for allowable employee travel expenses and reimbursements.

10. HUMAN RESOURCES – Collective Bargaining Agreement between Douglas County and Teamsters Local No. 223 (Michael Kurtz)
The Human Resources Director recommends that the County enter into a two-year Collective Bargaining Agreement (July 1, 2017 to June 30, 2019) with the Teamsters Local Union No. 223. This contract includes a 3% Cost of Living Allowance (COLA) retroactively applied to the first year of the contract and a 2% COLA in the second year. The terms and conditions of this recommended agreement have been ratified by the Teamsters Local Union No. 223 membership.

11. INFORMATION TECHNOLOGY – Subgrant Agreement (Sean Fallon)
Subgrant Agreement between Douglas County and Douglas Forest Protective Association (DFPA) for the Oregon Business Development Department (OBDD) Intergovernmental Agreement No. RS1618-E State Grant with Douglas County in the amount of $225,145.00. County will receive an administration fee of $12,500.00 in three equal annual payments beginning July 15, 2018.

12. INFORMATION TECHNOLOGY / RADIO – Intergovernmental Agreement Extension (Sean Fallon)
Extension of Intergovernmental Agreement (IGA) between Douglas County and Coos Forest Protection Agency (CFPA) for the Signal Tree Wireless Communications Site. Under this agreement CFPA permits County wireless communications equipment on CFPA’s tower at no charge to the County. In exchange, the County will provide space to CFPA in County’s building for CFPA’s wireless communications equipment at no charge to CFPA.

13. LAND – Notice of Timber Sale (Keith Cubic)
Notice of Timber Sale for the 2018 harvest year. Bolon Island Timber Sale #309 contains approximately 10 acres, 184,700 BF with an estimated value of $28,130.00. This sale will be offered by sealed bid with an estimated due date for bids of May 15, 2018.

14. PLANNING – Hearing and Annexation of Property (Joshua Shaklee)
Notice of Public Hearing for Annexation of property and Order Incorporating Territory to the Douglas County Fire District #2. Chief Petitioners: Blevens-Melick.

15. PLANNING – Hearing for Plan Amendment (Keith Cubic)
On March 15, 2018, the Planning Commission signed Findings approving the Lawson request for a Plan Amendment from Agriculture to Rural Residential-5 Acre based on a Nonresource Determination on a 47.00 +/- acre property.

16. PUBLIC WORKS –Contract Extension (Scott Adams)
First Extension of Contract No. 30101 with David Evans & Associates, Inc., for Engineering services on North Comstock Road: West Central Avenue to Laurel Avenue. Extends contract to January 31, 2019.

17. PUBLIC WORKS – Intergovernmental Agreement (Scott Adams)
Intergovernmental Agreement with Oregon Department of Transportation (ODOT) for the Douglas County Warning Sign Upgrades Project on North Bank Rd, Glenbrook Lp/Riddle Bypass Rd/Sixth Ave, Tiller Trail Hwy, and Garden Valley Rd. This agreement exchanges unspent Federal funds for State funds and authorizes the County to design and construct the project. Total project cost is estimated at $398,000.00.

18. PUBLIC WORKS ENGINEERING–Completion of Contract (Scott Adams)
Completion of paving of Eagle Valley Road, Fourth Street to Lower Crest Road. The contract has been completed and all requirements have been met. Total Contract amount: $335,128.38.

19. PUBLIC WORKS FLEET – Contract (Scott Adams)
Contract with Gene’s Brake and Alignment Inc. for services provided on County owned vehicles.

20. PUBLIC WORKS FLEET – Contract (Scott Adams)
Contract with Eveland Sandblasting and Paint for services provided on County owned vehicles.

Cooperative Stream Gage Contract with U.S. Geological Survey (USGS) for the Cooperative Stream Gage Program. Total contract amount is $256,653.00 with funding from USGS of $130,394.00; County $67,700.00; Cooperators (BLM and USFS) $58,559.00.

22. SHERIFF’S OFFICE – Order to Award Contract (Mike Root)
Order to Award Fiscal Year 18/19 Jail Inmate Food Services Contract to Trinity Service Group.

Speakers will be limited to three minutes with a total of 30 minutes allocated for this portion of the meeting.


The next regularly scheduled Board meeting will be held April 25, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
