2. APPROVAL OF MINUTES OF March 13, 2019

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. COMMISSIONERS – Order Adopting Fee Schedule (Commissioner Boice)
Request Board approval adopting fee schedule for the 2019-2020 Predator Damage Control District as recommended by the Douglas County Predator Damage Control Advisory Committee.

5. COMMISSIONERS – Grant Agreement (Commissioner Boice)
Grant Agreement #31589 between Douglas County and Umpqua Economic Development Partnership, Inc. in the amount of $25,000.00 to help fund the ECONorthwest MedEd Economic Assessment Report project.

6. COMMISSIONERS – Grant Agreement Modification (Commissioner Boice)
First Modification of Grant Agreement #31407 between Douglas County and Umpqua Economic Development Partnership, Inc. Increases grant amount $2,610.00 for a total grant amount of $20,950.00 for the South Umpqua Valley Industrial Park project.

7. COUNTY COUNSEL – Ordinance Second Reading (County Counsel)
Second reading of Ordinance number 2019-02-01, repealing the transfer of Public Health to the Oregon Health Authority. Allows the County to retain Public Health. First Reading held on March 13, 2019. Effective Date to be June 30, 2019.

8. MISCELLANEOUS – Appointment to Senior Services Advisory Council (Commissioner Kress)
The Senior Services Advisory Council recommends appointment of Wesley “Tim” Lange to Position #5-Central County with a term date of June 30, 2022.

9. PARKS – Certification Statement (Rocky Houston)
Certification Statement from the Oregon Parks and Recreation Department, County Parks Assistance Program, of the Estimate of Recreational Vehicle License Fee Revenues available to Douglas County Parks for the period of June 1, 2019 through June 30, 2020.

10. PARKS – Resolution (Rocky Houston)
Resolution supporting the Douglas County Parks Department in applying for a Local Government Program grant from the Oregon Parks and Recreation Department to acquire and install new playground equipment at Amacher Park.

11. PARKS – Resolution (Rocky Houston)
Resolution supporting the Douglas County Parks Department in applying for a Local Government Program grant from the Oregon Parks and Recreation Department to acquire and install new playground equipment at Chief Miwaleta Park.

12. PLANNING – Hearing and Annexation of Property (Joshua Shaklee)
Hearing for Annexation of property and Order Incorporating Territory to the Lookingglass Rural Fire District. (Chief Petitioner: Bennett)

13. PUBLIC WORKS – Funds Transfer Agreement Extension (Scott Adams)
Extension of the Funds Transfer Agreement between Douglas County and Western Federal Lands Highway Division, Federal Highway Administration (FHWA) for the Tiller Trail Highway Reconstruction Project. Extends term date to December 31, 2022. No further county funds will be expended.

14. PUBLIC WORKS – Resolution (Scott Adams)
Resolution to acquire property for the reconstruction of a portion of Little River Rd, County Road No. 17, Douglas County, Oregon as part of the Little River Rd Rock Slope Stabilizations Project. Owner: Seneca Jones Timber company.

15. PUBLIC WORKS/Engineering – Contract (Scott Adams)
Contract #31561 between Douglas County and R&G Excavating, Inc. for Project #10968 Old Hwy 99N: Winchester Bridge to Pleasant Avenue, Douglas County, Oregon. R&G Excavation, Inc. was the lowest bidder at $7,045,897.00.

16. PUBLIC WORKS – Public Hearing (Scott Adams)
Second Public Hearing for the Gardiner Sanitary District Collection System I/I Project for the purpose of reviewing the result of the project with citizens and to take comments about local government’s performance as requested by the project administrator.

17. PUBLIC WORKS – Jurisdictional Transfer Agreement (Scott Adams)
Jurisdictional Transfer Agreement #798 between Douglas County and Oregon Department of Transportation (ODOT) for the I-5 Del Rio Rd/Winchester Interchange. Douglas County is required to accept jurisdiction of the Old Winchester Bridge on Old Hwy 99N and the last 400 feet of Old Del Rio Rd where it ties into the Right of Way of I-5.

The next regularly scheduled Board meeting will be held April 3rd, 2019 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
