1. PLEDGE OF ALLEGIANCE

2. APPROVAL OF THE MINUTES OF MARCH 7, 2018

3. CITIZEN PARTICIPATION ON AGENDA ITEMS ONLY

4. COMMISSIONERS – Appointment to the Traffic Safety Commission (Commissioner Boice)
A vacancy exists on the Traffic Safety Commission. An open committee announcement was posted with two applications being received. The committee recommends the appointment of Kris Gerretsen with a term expiration of June 30, 2020.

5. COMMISSIONERS – Contract (Commissioner Boice)
Contract #30933 between Douglas County and Douglas County Children’s Center, Inc. d/b/a Douglas Cares for the 2017-2019 biennium Criminal Justice Commission, Justice Reinvestment Grant Program Funds. Retroactive agreement from July 1,2017 – June 30, 2018 in the amount of $74,135.75.

6. COMMISSIONERS – Grant Agreement (Commissioner Boice)
Grant Agreement between Douglas County and Umpqua Economic Development Partnership to help fund the Douglas County July 4th, 2018 Food Truck Competition, Music on the Main Stage and Roseburg City Fireworks event in the amount of up to $35,000.00 from the Industrial Development Fund.

7. PARKS – Allocation Certification Agreement Amendment (Rocky Houston)
First Amendment to the Allocation Certification Agreement for the Maintenance Assistance Program (MAP) 2017/18 between Douglas County and the Oregon State Marine Board. Amendment corrects Map allocation amount to $40,117.50.

8. PARKS – Grant Project Agreement (Rocky Houston)
Grant Project Agreement between Douglas County and the Oregon Parks and Recreation Department for the rehabilitation project at Windy Cove-Loop B. Grant funds in the amount of $103,500.00 with a Grantee match amount of $104,800.00. Total Project Cost: $208,300.00.

9. PUBLIC WORKS – Environmental Review Report Amendment (Scott Adams)
Second Amendment to the Environmental Review Report as required to cover contractor activities related to inflow and infiltration reduction work on the existing wastewater collection system for the Gardiner Sanitary District Wastewater System Improvements Project.

10. PUBLIC WORKS – Contract Award (Scott Adams)
Contract between Douglas County and Wildish Construction Co. for furnishing and stockpiling mineral aggregates at various stockpile locations in the Sutherlin, Roseburg, Myrtle Creek and Reedsport Maintenance Districts to be used in chip seal operations to be performed by Public Works crews August 2018. Bid opening for Project #11000 was conducted on February 28, 2018. Contract amount: $871,116.00.

11. SENIOR SERVICES – Mutual Nondisclosure Agreement (Jeanne Wright)
Agreement with Oregon Wellness Network (OWN) a division of Oregon Association of Area Agencies on Aging and Disabilities (O4AD) to not disclose partnering agencies confidential information.

12. CITIZEN PARTICIPATION
Speakers will be limited to three minutes with a total of 30 minutes allocated for this portion of the meeting.

The next regularly scheduled Board meeting will be held March 28, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
