2. APPROVAL OF MINUTES OF FEBRUARY 20, 2019

5. PUBLIC HEALTH – Agreement Amendment (Dr. Bob Dannenhoffer)
Third modification to Contract #30873 between Douglas County and Douglas Public Health Network, providing additional funding for Public Health Services for FY18-19, consisting of an increase of $6,455 for Public Health Emergency Preparedness and Response; $25,000 for Prescription Drug Overdose; and an additional $57,085 for Modernization, for a total not to exceed $88,450.

6. BUILDING FACILITIES – Contract Modification (Janet Coleman)
First Extension and Modification of Contract #30930 between Douglas County and Johnson Controls Fire Protection LP and Simplex Grinnell LP for fire alarm testing and inspection. Extends contract to February 28, 2020 and adds Fowler House to contract.

7. LAND DEPARTMENT – Corrected Bargain and Sale Deed (Janet Coleman)
Correction for Bargain and Sale Deed corrected legal description. Replaces the original Bargain and Sale Deed dated January 30, 2019.

8. PARKS – Gift Agreement (Rocky Houston)
Oregon Equestrian Trails wishes to gift Douglas County Parks $2,500 to cover the costs of materials for a new vault restroom, in the campground at Mildred Kanipe Park. The Gift Agreement specifies the funds are to be used exclusively for this purpose.

9. PLANNING – Board Order (Joshua Shaklee)
On January 17, 2019, the Planning Commission signed findings approving the LTM Inc (dba Knife River Materials) request for a Plan Amendment to amend the Mineral Resources Inventory by removing Site 19 based on the absence of aggregate resources, and a Zone Change to remove the Mineral Resources Overlay from the 32.58 acre site. Final Board action is required to affirm the decision.

10. PUBLIC WORKS – Resolution (Scott Adams)
Resolution to acquire property for the realignment of a portion of Old Hwy 99N, County Road #388, as part of the Old Hwy 99N: Winchester Bridge to Pleasant Ave Project. Owners: Gosline Specialties, Otto Moss, Kenneth & Joanne DeBell, Buckeroo Square Dance Club, DS Holdings and Bass Trust.

11. PUBLIC WORKS – Intergovernmental Agreement Amendment (Scott Adams)
First Amendment to Agreement #32327 between State of Oregon, through Department of Transportation and Douglas County for Garden Valley: Browns Bridge to Roseburg City Limits Project. This project originally included grinding out existing pavement, installing new asphalt and updating existing signs on Garden Valley Blvd from Mile Point 2.12 to Mile Point 4.97. This amendment removes the update of existing signs and updates the State’s Contact for the Project.

12. PUBLIC WORKS/FLEET – Contract Agreement (Scott Adams)
Contract #31528 between Douglas County and Industrial Tire Services to perform, as needed, maintenance, repairs and services to the vehicles and equipment owned by Douglas County. Contract not to exceed $50,000.

The next regularly scheduled Board meeting will be held March 6th, 2019 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
