5. PUBLIC HEALTH – Agreement Amendment (Dr. Bob Dannenhoffer)
Thirteenth Amendment to agreement #154110 between Douglas County and HOA for the financing of Public Health Authority, clarifying the budget, with no financial impact on Douglas County.

6. BUILDING/FACILITIES - Contract Agreement (Janet Coleman)
Contract #31515 between Douglas County and HIT Holding Inc. dba Huser Integrated Technologies to replace existing InfoGraphics entry access system. Contract is not to exceed $50,000.00 with a term of June 24, 2019.

7. CLERK’S OFFICE – Contract Extension (Patty Hitt)
Third extension of Contract #27348 between Douglas County and Gov Teller, to provide a platform to accept multiple forms of payments (i.e. MasterCard, Visa, Discover, American Express) with no costs to government agencies.

8. COUNTY COUNSEL – Board Order (Paul Meyer)
Rescinding of Delegation of Authority

9. JUVENILE DEPARTMENT – Intergovernmental Agreement Amendment (Aric Fromdahl)
Amendment to IGA #157769-2 between Douglas County and Department of Human Services for placement of youth in River Rock Residential and Shelter Care Facility with expiration date of 12/31/2020. Amendment also updates OAR’s that relate to definitions of providing Behavioral Rehabilitation Services, “Statement of Work”, and “Payment and Financial Reporting”.

10. JUVENILE DEPARTMENT- Intergovernmental Agreement Amendment (Aric Fromdahl)
Amendment to IGA #155975-2 between Douglas County and Department of Human Services for placement of youth in our Douglas County Residential Care Facilities with expiration date of 12/31/2020. Amendment also updates OAR’s that relate to definitions of providing Behavioral Rehabilitation Services, “Statement of Work”, and “Payment and Financial Reporting”.

11. LAND DEPARTMENT – Rental Agreements (Janet Coleman)
Rental agreements for the Umpqua Dunes Campground, #116 & #120 for month to month amounts of $405 (#116) and $415 (#120), with utilities included for both units, starting March 1, 2019.

12. PARKS – Property Use License (Rocky Houston)
Property Use License between Douglas County and Oregon State University, allowing the use of the ATV staging area at Winchester Bay, at no charge, for OSU to provide Oregon ATV Safety Youth Rider Endorsement classes.

13. PARKS – Notice of Surplus Timber Sale (Rocky Houston)
Surplus Hazard Tree Timber Sale Approval Request.

14. PLANNING DEPARTMENT – PUBLIC HEARING (Joshua Shaklee)
Public Hearing for the adoption of the Deans to Dunes Trail Plan, created by the City of Reedsport in partnership with Douglas County and the Oregon Department of Transportation.

15. PUBLIC WORKS – Bid Opening (Scott Adams)
Engineering – Bid Opening for Project: Old HWY 99N: Winchester Bridge to Pleasant Ave.

16. SHERIFF’S OFFICE – Second Reading of Ordinance NO. 2019-01-24 (Sgt. Brad O’Dell)
Second reading of Ordinance No. 2019-01-24. This Ordinance amends sections 6.04.210, 6.04.215 and 6.17.075 of the Douglas County Code. The Dog Control Board requests an Ordinance change recommending fee increases for dog licenses and spay/neuter penalty fees. First reading: January 30, 2019. Effective date: May 21, 2019.

17. SHERIFF’S OFFICE – Grant Agreement (Sheriff John Hanlin)
The State of Oregon, acting by and through its Department of State Police, for the benefit of its Office of State Fire Marshal is administering a grant of $5,000 to Douglas County to hire a contractor to create, develop and administer a Hazardous Materials Table Top exercise to a member of the Local Emergency Planning Committee (LEPC).

The next regularly scheduled Board meeting will be held February 27, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
