2. APPROVAL OF THE MINUTES OF January 23, 2019

3. PRESENTATION-Umpqua Economic Development Partnership (Wayne Patterson)


5. ASSESSOR – Roll Correction Refund (Heather Coffel)
County tax roll correction per ORS 311.205(1)(a) resulting in a refund to R46378. Total refund amount including interest is: $9910.10.

6. INFORMATION TECHNOLOGY – Service Agreement (Sean Fallon)
Service Agreement #31486 between Douglas County and Spectrum for secondary internet service at the Reedsport Annex for Gardiner Hill radio communications site. Contract is for $306.00/month for 60 months.

7. JUVENILE – Intergovernmental Agreement Reinstatement (Aric Fromdahl)
Reinstatement to Intergovernmental Agreement (IGA) #144373 between Douglas County and the State of Oregon, Oregon Health Authority (OHA). IGA allows the Juvenile Department to be a provider of Behavioral Rehabilitation Services (BRS), Medicaid reimbursement for youth who are in Touchstone Residential Treatment Program and the ability to enter into contracts for placement of DHS youth into the BRS Programs.

8. LAND – Contract Modification (Janet Coleman)
First Modification of Timber Sale Contract between Douglas County and Swanson Group MFG, LLC. Modification reduces contract by $29,520.00 for additional transport time.

9. LAND – Bargain and Sale Deeds (Janet Coleman)
Land Department held an oral auction of properties acquired through property tax foreclosure on January 15, 2019. Bargain and Sale deeds are being issued for parcels sold at auction: R125264, R126538 – Carissa and Shane Spontini ($375,000.00); R18036 – Jerry L. Tabor Building, Inc. ($280,000.00).

10. PUBLIC WORKS/Fleet – Order Authorizing Purchase (Scott Adams)
Order Authorizing Purchase of one (1) 2019 Ford Explorer Sport Utility 4dr 4x4 from Landmark Ford of Tigard, Oregon. Douglas County is authorized to purchase from State Price Agreement Contract #5550 and purchase is exempt from competitive bidding. Total purchase price: $28,585.49.

11. PUBLIC WORKS – Preliminary Order (Scott Adams)
Preliminary Order approving vacation of property without hearing. Vacation of a portion of 7th St. in Winchester Bay. Petitioners: Christopher M. Meyer & Judy A. Kazmierkoski and Dewey F. & Cheryl Gibson.

12. SHERIFF’S OFFICE – Ordinance Amendment (Sgt. Brad O’Dell)
First reading of Ordinance No. 2019-01-24. This Ordinance amends sections 6.04.210, 6.04.215 and 6.17.075 of the Douglas County Code. The Dog Control Board requests an Ordinance change recommending fee increases for dog licenses and spay/neuter penalty fees.

13. SHERIFF’S OFFICE – Hearings Officer Appointment (Sgt. Brad O’Dell)
Recommendation from the Dog Control Board to approve an Order appointing Machelle Briggs-Mayfield as the Hearings Officer under the “Dangerous Dogs” Chapter of the Douglas County Code (6.08)



The next regularly scheduled Board meeting will be held February 13, 2019 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
