3. PROCLAMATION Human Trafficking Prevention Month (Commissioner Kress)


5. BUILDING FACILITIES Amendment to Intergovernmental Agreement (Janet Coleman)
Fifth Amendment to Courthouse Improvement Intergovernmental Agreement #170069 between Douglas County and the Oregon Judicial Department, extending the termination date from December 31, 2018 to February 28, 2019.

6. COMMISSIONERS Delegation of Authority (Commissioner Boice)
Delegation of Authority to Commissioner Boice to sign forms related to tax implications for Back Nine Development.

7. COUNTY COUNSEL Amended Resolution (Paul Meyer)
Pursuant to the attached August 1, 2017 letter from Umpqua Health, LLC, the Board of Commissioners of Douglas County resolves that tax exemption pursuant to ORS 307.804 and 307.806, on the personal and real property of Newton Creek Properties, LLC located at 3031 NE Stephens St., Roseburg, Oregon.

8. LAND DEPARTMENT Tree Planting Contract Agreement (Joshua Shaklee)
Contract #31481 between Douglas County and Santos Reforestation for 69,660 seedlings to be planted at Deep Creek, Course Gold Creek, Cedar Hollow, Lookingglass Transfer, and Joyce Creek. Approximately 189 acres.

9. MISCELLANEOUS Reappointment to Elkton Estates Phase II Special Road District (Commissioner Boice) Recommendation for Reappointment of Martin Tomaselli to the Elkton Estates Phase II Special Road District. Term expiration of December 31, 2020.

10. MISCELLANEOUS Reappointments to Noxious Weed Advisory Board (Commissioner Boice)
Recommendation for Reappointment to the Noxious Weed Advisory Board. Reappointments of Larry Williams with Term Expiration of December 31, 2021; and of Gerald Briggs, Steve Wickham, Mark Christensen and Larry Johnson with Term Expirations of December 31, 2020.

11. MISCELLANEOUS Appointments to the County Wolf Advisory Board (Commissioner Kress)
Recommendation for Appointments to the County Wolf Advisory Board. Appointments for Tom Kress as Douglas County Commissioner, Term Expiration of June 30, 2022, David Briggs, with Term Expiration of June 30, 2019; Jerry Anderson and Robert Nobriga, Term Expirations of June 30, 2020; and Don Brown, Term Expiration of May 31, 2021.

12. PARKS DEPARTMENT Order Authorizing Purchase (Rocky Houston)
Order authorizing purchase of forty-two (42) Powerhouse RV Power Pedestals from Dock Boxes Unlimited, to be installed as component of the Windy Cove B Campground Rehabilitation. Expenditure of $26,293.57. Parks was awarded a County Opportunity Grant in the amount of $208,300 to assist in financing this project.
