2. APPROVAL OF THE MINUTES of January 3, 2018


4. ASSESSOR – Roll Correction Refund (Roger Hartman)
Refund request for Veteran who was Active Duty 1/22/17, returning 8/23/17, qualifying them for 2016-17 & 2017-18 tax years. Total refund and interest for two years equals $2,701.78.

5. BUILDING FACILITIES – Pitchford Campus Project (Janet Coleman)
Hayden Consulting Engineers, Inc. - Contract for design engineering and prepare bid documents. Not to exceed $100,000 for time and materials. Estimated cost of reimbursable expenses = $4,000.

6. COMMISSIONERS – Order Delegating Authority (Commissioner Freeman)
Delegation to the County Accountant all duties and responsibilities of the Treasurer’s office except duties and responsibilities related to investments on behalf of the County.

7. COMMISSIONERS – Grant Agreement (Commissioner Leif)
Grant Agreement between Douglas County and City of Roseburg in the amount of $100,000 to be used exclusively for library building improvements.

8. COUNTY COUNSEL – Ordinance First Reading (Paul Meyer)
First reading of Ordinance No. 2018-01-01 repealing the Library System Ordinance. Second reading scheduled for January 31, 2018, with an effective date of May 7, 2018.

9. LAND – Agreement (Janet Coleman)
Tree planting agreement between Douglas County and Santos Reforestation, Inc. Contracted price of .41 cents per tree, with 29,745 trees planted for a total cost of $12,195.45.

10. LAND – Use Agreement (Janet Coleman)
Agreement between Douglas County, the State of Oregon, and the AARP Foundation for the use of property at 1215 SE Court Street, in Roseburg, Oregon for AARP Tax Aide Program.

11. MISCELLANEOUS – Reappointment to Sable Drive Special Road District (Commissioner Leif)
One vacancy exists on the Sable Drive Special Road District due to one expired term. Michael Stansbury requests reappointment. Term expiration: December 31st, 2020.

12. MISCELLANEOUS – Reappointment to SE Booth Ave Special Road District (Commissioner Leif)
One vacancy exists on the SE Booth Ave Special Road District due to one expired term. Jerry McCarroll requests reappointment. Term expiration: December 31st, 2020.

13. MISCELLANEOUS – Appointment to Park Advisory Board (Commissioner Boice)
Two vacancies exist on the Park Advisory Board of Douglas County due to resignations of Dennis Acton and Jim Peterson. An open recruitment was held and four applications were received. Recommendation to appoint Jerry Chartier, term expiration 12/27/19 and Robert Johnson, term expiration 12/27/2018.

14. PLANNING – Public Hearing (Joshua Shaklee)
Public Hearing to hear Petition and Boundaries and Order setting Final Hearing for Formation of the Lower Douglas Library District by Chief Petitioners: Eberlein, Coorhuis, & Donnelly.

15. PUBLIC HEALTH – Contract Modification (Dr. Dannenhoffer)
Eighth modification to contract #29674, adding $95,000 to the Douglas Public Health Network to cover the cost of Public Health transition.

16. PUBLIC WORKS – Change Order (Scott Adams)
Change Order #8 on Gardiner Sanitary District construction contract #29925 with R&G Excavating.

17. PUBLIC WORKS – Modification of Contract (Scott Adams)
Fifth modification of contract with The Dyer Partnership to provide additional services required to complete an addendum to the original Environmental Review Record. Total contract amount is increased by $8.600, for a total contract amount of $451,550.00. These additional services will be reimbursed to the County by Gardiner Sanitary District.

18. REEDSPORT JUSTICE COURT – Agreement (Stephen Zier)
Agreement between Douglas County, acting on behalf of the Justice Court for the District of Reedsport, to provide judicial services for the City of Elkton, excluding any and all criminal violations.

Speakers will be limited to three minutes with a total of 30 minutes allocated for this portion of the meeting.


The next regularly scheduled Board meeting will be held January 24, 2018 at 9:00 a.m. in Room 216 of the Douglas County Courthouse, Roseburg, OR.
